Central Improvement District (CID) Notice

Tuesday, 22 November 2016, City Property Administration has noted that the Kerk Street Central Improvement District (CID) cleaners were on the streets in the CBD, and possibly the Kerk Street CID security guards as well.
The property management company took the decision to halt its Central Improvement District levy payment to the Kerk Street and Esselen Street CIDs in October. This decision was communicated to the CID in April this year. As a result of City Property not being able to effect change in the Board of Directors of the Kerk Street CID, and consequent to legal advice received pertaining to the legal status of the Kerk Street CID, City Property representatives resigned from the Kerk Street CID Board of Directors, effective 31 October 2016.
We understand that the Kerk Street CID has since ceased trading. The legislative framework prohibits private companies to employ and place security guards on the street. Neither City Property, nor any of the landlords that it represents, are aware of who, if anyone, is supervising the staff.
We have received unconfirmed reports that the group is stating when asked, that they are employed by City Property and the City of Tshwane, but we are not party to any such arrangement and deny any employment relationship on the strongest terms.
We have notified the City of Tshwane that there are people performing tasks in public areas (without supervision), which fall within the jurisdiction of the City, and we have alerted them to their potential exposure to members of the public for possible civil litigation on various grounds.
We are not responsible for any actions or omissions for any persons purporting to provide cleaning and/or security services in public areas, nor for payment to them of any kind.
